Chapter 1 Introduction
1.1 Research Background and Significance
At present,international cooperation is facing the following problems:(1)theinternational situation is tense,terrorism,drug trafficking,separatism,environmentaldegradation,and economic problems are emerging;(2)Challenges brought byglobalization to cooperation among countries.It is important for the SCO to be as open,efficient,and effective as possible through the circumstances and capabilities of itsmembers while ensuring the interests of the participating countries.

The most effective areas of cooperation within the SCO are economic ties andsecurity cooperation.The study of the SCO is relevant in terms of the analysis ofdevelopment trends in the world in terms of cooperation between inpidual regionalassociations.After gaining independence,Uzbekistan became a mature entity in thesystem of relations and has now joined the SCO and exerted its influence1.In this regard,President Islam Karimov believes the influence of the SCO and its members,such asUzbekistan,is growing.
The SCO,as an international organization,focuses on ensuring security and furtherdeveloping economic relations.Forming military blocs and threatening other countries'security is not the goal of the SCO.However,in order to ensure the stability and securityof all states and to ensure the prestige of the SCO in the turbulent international situation,it is necessary to use strong means to combat international terrorism,separatism andextremism,drug production,and trafficking.

1.2 Research Questions and Objective
The main purpose of the study is to provide a scientific analysis of the path of thecooperation between Shanghai Cooperation Organization and Uzbekistan to date,tohighlight the importance and role of the SCO in Uzbekistan’s achieving internationalsecurity and stability,show the participation of the Uzbekistan and its role in ensuringinternational security.To achieve this goal,the following tasks have been identified.
-Attempts were made to substantiate the problems that have risen to the level ofmajor international security in the region and the participation of the SCO in findingsolutions to them
-Attempts were made to indicate the main directions of cooperation within the SCOand to analyze the work done by member states in this direction.
-Attempts were made to systematically analyze and summarize the Uzbekistan’sparticipation in different stages of development of this organization.Uzbekistan’s role information,mechanism,and stages of development of the SCO.
The object of the study is to show the participation of the Uzbekistan and its role inensuring economic cooperation and international security.The subject of the study is thecreation and analysis of ways to create an effective mechanism on the example of theSCO.

Chapter 2 The Theoretical And Practical Basis For Uzbekistan'S Role InThe Shanghai Cooperation Organization
2.1 Theoretical basis for Uzbekistan’s role in the Shanghai CooperationOrganization
Historically,the first associations with international status had emerged in the West.The League of Nations,the first political intergovernmental organization,was formed inthe early twentieth century and to a certain extent accelerated the process ofglobalization in the world.His successor was the universal international organization-the United Nations.Unlike the League of Nations,the UN encompassed an entire systemof international specialized courts and institutions.Today,political science refers to aninternational intergovernmental organization as"a stable union of states governed byinternational treaties with certain competencies and permanent bodies.".Today,theFrench expert Sh.Zorgib points out three important aspects of these organizations.
These are:
-political aspirations for cooperation are stated in the constituent documents.
-the existence of a permanent apparatus that ensures the development of theorganization.
-possession of competence(principles,norms,tasks)and freedom of decision.
Experts point out five key aspects of being an international organization.First,is theownership of the founding agreement or charter.The second feature is that theorganization has a clearly defined goal or,in the language of lawyers,the existence oforganizational principles and norms.The third feature is the presence of permanentbodies:higher,executive,administrative,special committees,and commissions.Thefourth and fifth characteristics are the existence of independent rights and obligations asa subject of international law and the establishment of an organization by therequirements of international law.

2.2 Uzbekistan’s role in the Formation of the SCO
The history of relations among the member states of the Shanghai CooperationOrganization has long roots.When Uzbekistan become a member of the Shanghai Fivethen the organization was renamed to Shanghai Organization Cooperation.
The Shanghai Five was formed in the process of reaching an agreement on thereduction of the number of armed forces and mutual trust in the border areas betweenRussia,Kazakhstan,Kyrgyzstan,Tajikistan,and the People's Republic of China.Ingeneral,the history of the formation of the"Shanghai Five"and the ShanghaiOrganization can be pided into several stages.
The first stage covers the period from November 1989 to December 1991,before thecollapse of the former Soviet Union.During the Cold War,the former Soviet Union'srelations with China did not develop uniformly.Although their political system wasbased on a single communist ideology,relations were not always warm and allied.Soviet-Chinese relations are sometimes warm and sometimes politically tense.Furthermore,from the time of the Cold War until the 1990s,China was considered asecondary state.Although the United Nations is a permanent member of the SecurityCouncil and is one of the largest countries in terms of territory and population,China hasnot had such a strong influence in world politics and the economy.But because of theeconomic reforms that began in the 1980s,China began to develop very rapidly.As aresult,within a few years,especially since the 1990s,China has become one of thelargest producers in the world.To date,it has risen to second place in the world after theUnited States in terms of total production output in the world.It even managed to takethe lead in some areas.The issue of the former Soviet Union's alliance with China underthe pressure of the Cold War,or rather the issue of the Allies'border with China,is also amajor factor that could hinder China's further development.considered as.To this end,the Chinese government has begun to resolve the border issue with Russia,Kazakhstan,Kyrgyzstan,and Tajikistan,and multilateral talks will begin.

Economic competition must affect the development of all member states.Theadaptation of small and weak economies within the SCO can ensure the long-termprosperity of the entire region.The main coordination of the region is a developmentstrategy,which will help the states to effectively address the problems that have arisen,especially in terms of economic globalization.There is a need to combine and correctdifferent interests.A coordinated economic course is important in the process of regionalintegration.
There is a need for in-depth study and analysis of areas of cooperation within theorganization.Identifying areas that create the conditions for economic cooperation incooperation should arouse the interest of potential partners and eliminate mistrustbetween them.Information support should be used to create and improve a favorableenvironment for economic cooperation.The structure of the database can make it easierto review the flow of information and establish important connections.Informationnetworks play a key role in finding access to information and building connections in theprivate sector.

Chapter 5 CONCLUSION&EVALUATION
After the establishment of the SCO,certain achievements have been achieved instrengthening cooperation among member states,ensuring regional security and stability,and strengthening people-to-people and cultural exchanges among member states.In thepolitical part,the SCO has ensured stable development and stability in the constructionof regional independent states and accelerated political communication among memberstates.Now,my country has established a strategic partnership with all member states.In the economic part,member states,especially my country and member states,havegood prospects for economic,trade,and comprehensive cooperation.my country hasbecome the most critical trading partner of member states.Over the past 20 years,thetrade between my country and Central Asian countries has further demonstrated Ahundredfold increase.In the part of people-to-people and cultural cooperation,under theguidance of the"Shanghai Spirit"that attaches great importance to the civilizations ofvarious countries,the cooperation in education,culture,science,and technology hascontinued to expand,which has greatly accelerated the mutual understanding andexchanges between the peoples.Of particular concern is the cooperation in the securitysector,the success of which is valued globally.Central Asia is a gathering area ofvarious unstable factors,various terrorism is prevalent,and various smuggling activitiesare rampant.It is because of the close ties of the SCO member states that theabove-mentioned unstable factors are well restrained.There are many ways ofcooperation in the security sector,ranging from the establishment of institutionsfocusing on the SCO regional anti-terrorist agencies,to various bilateral and multilateralexercises,in addition to various information exchanges and personnel training.
